Blurring lipstick recommendations?

as the title mentioned. looking for cheap, drugstore blurring/ (matte?) lipstick/stain that won’t immediately get smudged away. i’m a prone lip licker, so my lipstick doesn’t rly stay on for a long duration as i want to. i saw the covergirl clean fresh yummy blue lipstick a while back but unsure if it’s what i think it is.
