Hair styling tool for dry, thick, frizzy hair

I have very dry, frizzy and thick hair. After a wash, I look like a lion. I usually towel dry my hair and later air dry it. My hair still looks like a big bush after I brush it. I am very skeptical about these tools which use a lot of heat because my hair is already dry. I apply a shit tonne of hair serum.

Give me recommendations for shampoo, conditioner and any other hair product I could use. Also, hair styling tools. (Everything affordable in the US)
